Allegorical. Senior Execs in manufacturing are under pressure to upgrade to new equipment and processes. Senior execs looking for ways to NOT do it. Story is related to current debate (2015) about change from cal and fossil fuels to renewables and/or less emission process. Story shows some of the tactics used and correlates to government and fossil fuel organisations to downplay role of renewables.
